BRAMPTON, ON, December 3, 2010 — The Government of Canada, the Government of Ontario, the Region of Peel and the City of Brampton celebrated the official opening of 200 affordable rental units at Chapelview. The project is supported by $5.8 million in funding through the Canada – Ontario Affordable Housing Program.

Habitat for Humanity Homes Open in London

LONDON, December 12, 2010 — Two London families are new homeowners today with the completion of a semi-detached home at 438 Egerton Street. The affordable homeownership project was completed by Habitat for Humanity London (HFHL) in partnership with Canada Mortgage and Housing Corporation (CMHC), Libro Financial Group, Habitat’s University of Western Ontario Club, Western Fair Association and Fanshawe College. The Western Fair Association, which was an $18,000 sponsor of the Habitat build, also hosted the dedication ceremony at their ‘Paddock’ building on the Western Fairgrounds.

One of the homeowners is a First Nations family representing the second Aboriginal build supported by Habitat Canada and CMHC; the second represents the first Youth Build Project supported through a Libro Community Grant Partnership.

“We are thrilled to be here today celebrating the completion of the Egerton build, which will help two families realize their dreams of homeownership and help us reach our goal of ten families served in 2010,” said Jeff Duncan, CEO, Habitat for Humanity London. “This build is only a reality because of the dedication and commitment of our generous partners, volunteers and donors. It is absolutely heartwarming to have witnessed this community unite to support us in this unique project.”

“I would like to congratulate the families and Habitat London on this special occasion,” said Ed Holder, Member of Parliament for London West, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC). “The Government of Canada, through CMHC, is dedicated to working in partnership with Habitat for Humanity Canada and its affiliates to help address the challenges many families face in finding safe and affordable homes in London and across Canada.”

CMHC’s Ontario General Manager, Peter Friedmann shares MP Holder’s sentiment. “Access to affordable homeownership is important to keeping low- and moderate-income households financially independent, while helping establish equity for their futures.”

As Canada’s national housing agency, CMHC has over 60 years of experience helping Canadians access a variety of quality, environmentally sustainable and affordable homes. For more than seven years, CMHC Ontario Region has supported Habitat through staff support and charitable activities.

CMHC has supported this build with a $10,000 donation from staff charitable activities and its contribution through Habitat’s Aboriginal Housing Program, providing a home to Delia Johns and Mike Smith and their four children, six year old twins, Hayden and Jada, three year old Sparrow and one year old Dallas. “This means more than just a house for me, my husband and children; it is a place to call home and grow old in,” said Delia.

Each of the four-bedroom, 1,320 square-foot, semi-detached, ‘green’ units will allow for a 30-per-cent reduction in energy, water and natural resource usage that will provide the families with additional savings. “Housing means building homes for people and building lives,” said London Mayor Joe Fontana. “I am so pleased to congratulate Habitat for Humanity London on ending 2010 on such a high note, making sure two more London families have homes before Christmas.”

The semi-detached home is located at an east-end lot where a biker gang once operated a clubhouse. “As Chief of Police, it was incredible to witness Habitat for Humanity transform an outlaw motorcycle gang clubhouse into a property that now boasts two brand new homes for very deserving London families,” said London Police Chief Brad Duncan.

Raul Hernandez and Maria Herrera, and their three children are recipients of the first Youth Build Project sponsored by Libro Financial Group. “We just want to thank God for helping us to acquire our home; a dream that has always been in our heart.”

“Libro Financial Group was thrilled to select the Habitat for Humanity Youth Build as one of our 2010 Community Builder Grants for a total of $112,500,” said Jack Smit, Libro President and CEO. “This project is special because it combined student leadership with contributions from the local community; when we achieve that kind of mutual success in our community, it’s truly powerful,” said Jack Smit, Libro President and CEO.

Libro Financial Group is a community credit union serving everyone who is open to a way of banking that puts their needs front and centre. Libro also recognizes the importance of supporting communities, especially youth. Every year Libro re-invests a portion of its profits in local communities. This year, Libro Financial Group partnered with Habitat’s University of Western Ontario (UWO) Club to launch the first Habitat Youth Project, a three year commitment starting in 2010, establishing a sustainable build project engaging London’s youth.

“Habitat for Humanity UWO is thrilled that one home of the Youth Build Project has been completed and the family will be moving in just in time for the holidays. We would especially like to thank Libro Financial for all of their support of the Youth Build Project,” said Corey Bricks, President of UWO’s Habitat Club leading the Youth Build Project initiative.

Fanshawe College students also worked in collaboration with HFHL to help build the semi-detached house. “Fanshawe College has enjoyed partnering with a Habitat for Humanity build. It is wonderful to be able to combine teaching, learning and the development of a skilled trade workforce with a valuable contribution to the community,” said Dan Douglas, Chair, School of Technology, Fanshawe College. “On behalf of all of the students and faculty of Fanshawe College involved in this build, we thank you for this opportunity. We also wish all the best to the families as they take possession of their new homes.”

Families who purchase homes from Habitat for Humanity are selected by HFHL and were based on their level of need, their willingness to become partners in the Habitat for Humanity homeownership program and their ability to repay a no-interest mortgage. Families also give 500 hours of volunteer labour or, “sweat equity,” which helps to develop their personal commitment to their home and their community.

HFHL was established in 1993. Since then, HFHL has served 29 families. The Egerton Street builds bring that total to 31 low-income families served in the London region.

New Elders Residence Opens for Moravian of the Thames First Nation

Canada’s Economic Action Plan

THAMESVILLE, ONTARIO, January 21, 2011 — The Government of Canada, through Canada Mortgage and Housing Corporation (CMHC) and Indian and Northern Affairs Canada (INAC) celebrated with the Moravian of the Thames First Nation (Delaware Nation), the official opening of a new six-unit elder complex.

“The Government of Canada is committed to creating safe and affordable housing for Aboriginal people in Ontario and across the country,” said Kathryn Campbell, Manager, Ontario Aboriginal Housing Centre, CMHC. “This project provides area elders with access to safe, quality housing at an affordable cost.”

CMHC provided a housing loan of $768,000 to facilitate the construction of the elder residence with an annual subsidy of $69,620 towards operational costs through the On-Reserve Non-Profit Housing Program.

“We are pleased to have been a funding partner in this project,” said Minister John Duncan, Minister of Indian Affairs and Northern Development and Federal Interlocutor for Métis and Non-Status Indians. “Our government recognizes that access to safe and affordable housing is essential for healthy, sustainable First Nation communities.”

INAC contributed $200,000 in funding through Canada’s Economic Action Plan toward the construction of this facility.

 “This is the first opportunity that the Delaware Nation has been involved with CMHC and we’re very pleased with the working relationship that we have formed,” said Chief Greg Peters. “Working together, we have completed a structure that will enhance the quality of living for our residents. We look forward to any future projects with CMHC.”

CMHC’s On-Reserve Non-Profit Housing Program assists First Nations in the purchase, construction, rehabilitation and administration of affordable on-reserve rental housing, and provides subsidies for First Nations people living on-reserve. The Government of Canada provides approximately $277 million in on-reserve funding each year to address housing need.

Through Canada’s Economic Action Plan, the Government of Canada has committed $400 million over two years to help over 495 First Nation communities build needed new housing, repair and remediate existing non-profit housing for their members, and complement housing programs offered by CMHC. This investment is also providing an economic stimulus for many First Nations and surrounding areas by creating jobs.

Investment to Improve On-Reserve Social Housing

The Government of Canada is committed to supporting First Nations through targeted investments to build and renovate housing. Today’s announcement is the latest in a series of commitments by the federal government to improve housing conditions in First Nations communities.

This commitment is in addition to the federal government’s annual investment, through Canada Mortgage Housing Corporation (CMHC) and Indian and Northern Affairs Canada (INAC), of approximately $277 million for on-reserve housing needs, and INAC’s investment of approximately $118 million annually for First Nations on-reserve in the form of shelter allowance payments under the Income Assistance Program.

Under Canada’s Economic Action Plan, the Government of Canada has provided $400 million over two years to support on-reserve housing. Of the $400 million committed, $250 million is being delivered through CMHC over two years for the creation of new on-reserve housing ($125 million) and the repair and renovation of existing federally-assisted on-reserve social housing ($125 million). The remaining $150 million is being delivered by Indian and Northern Affairs Canada (INAC) for lot servicing, renovations, new construction of high-density multi-unit dwellings, and renovations to support the conversion of band-owned housing to private ownership.

In 2007, the Government invested $300 million in the First Nations Market Housing Fund, which encourages market-based housing on-reserve.

MARKHAM, ON, February 25, 2011 — The Government of Canada, the Government of Ontario, and The Regional Municipality of York celebrated the official opening of 120 affordable rental units today. The development is supported by $8.4 million in funding through the Canada – Ontario Affordable Housing Program.

Paul Calandra, Member of Parliament for Oak Ridges – Markham, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC); the Honourable Michael Chan, Member of Provincial Parliament for Markham-Unionville and Minister of Tourism and Culture, on behalf of the Honourable Rick Bartolucci, Ontario’s Minister of Municipal Affairs and Housing; Bill Fisch, York Region Chairman and CEO; along with Frank Scarpitti, Mayor of Markham, made the announcement.

“The Government of Canada is helping make affordable housing available in Ontario and across Canada for those who need it the most,” said MP Calandra. “These new units in Markham are helping families and individuals access safe and affordable housing and are a tribute to Tony Wong who, as an immigrant to Canada, dedicated his time, energy and talents to making a difference in the community.”

“These 120 rental units will provide people in our community with a safe, accessible and affordable place to call home,” said MPP Chan. “Projects like these are an important part of the Open Ontario plan to build stronger communities across the province, and this new facility is an important measure of our success in working with our partners to support our most vulnerable citizens.”

“We are pleased to celebrate the successful completion of this partnership that has engaged all levels of government and community organizations,” said York Region Chairman and CEO Bill Fisch. “I am also very pleased we can pay tribute to Tony Wong, who contributed so much to his community in Markham, both as a Regional Councillor and Ontario MPP.”

“This affordable housing development meets Markham’s diverse community needs through a variety of unit sizes and accessibility accommodations,” said Frank Scarpitti, Mayor, Town of Markham. “Its sustainable design also meets the needs of our environment with state-of-the-art, green energy features. I am also pleased that this project honours the memory and the many contributions of the late Tony Wong. He was a champion of Markham, a colleague, and a dear friend.”

Tony Wong Place, a 120-unit project located at 25 Deverill Court in Markham will serve low-income families and individuals. The project received $8.4 million through the Canada – Ontario Affordable Housing Program, with Human Resources and Skills Development Canada providing an additional $384,387 in federal funding through the Homelessness Partnering Strategy. The federal and provincial funding is complemented by $3.58 million in municipal financial incentives.

“Markham Interchurch Committee for Affordable Housing began work on Tony Wong Place over eight years ago and saw it come to fruition in July 2010,” said Susan Flatt, President of the Board, Tony Wong Place. “The building was named in recognition of the late Tony Wong who was a strong advocate for affordable housing during his term as a Regional Councillor in Markham.”

The Canada – Ontario Affordable Housing Program Agreement comprises a commitment of $301 million from each of the two senior levels of government. In total, the federal, provincial and municipal governments will invest at least $734 million in the program, which will provide affordable housing for up to 20,000 households in Ontario.

In 2008, the Government of Canada committed more than $1.9 billion over five years to improve and build new affordable housing and to help the homeless. Canada’s Economic Action Plan builds on this with an additional one-time investment of more than $2 billion over two years for the construction of new and the renovation of existing social housing, plus up to $2 billion in low-cost loans to municipalities for housing-related infrastructure. Combined for Ontario, this means a further $1.2 billion joint investment under the amended Canada – Ontario Affordable Housing Program Agreement. The federal and provincial governments are contributing equally to this overall investment.

In 2009, Ontario allocated a combined federal and provincial investment of $704 million for the renovation of social housing, and $540 million for the creation of new affordable housing. This investment will create an estimated 23,000 jobs over the course of the program, and strengthen local economies across the province. To date, Ontario has approved more than $528 million for construction-ready projects, which will provide affordable housing for low-income families, senior citizens, and persons with disabilities, and $591.79 million for repairs benefiting some 180,183 social housing units. Canada’s Economic Action Plan Creates Jobs and Improves Social Housing in Ontario — Scarborough

SCARBOROUGH, March 15, 2011 — The Government of Canada announced today that 172 housing co-operative and urban native non-profit projects located in Ontario will receive more than $27.8 million through Canada’s Economic Action Plan, as part of the social housing renovation and retrofit investments.

The announcement was made at Marine Heights Co-operative Homes, in Scarborough, by the Honourable Julian Fantino, Minister of State (Seniors) and Member of Parliament for Vaughan, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC).

“Our government is focused on the economy and creating jobs and growth for families,” said Minister of State Fantino. “Canada’s Economic Action Plan is funding renovation and retrofit projects like these ones to improve the quality of life of the residents and help stimulate the economy and create local jobs.”

The Government of Canada, through Canada’s Economic Action Plan, announced $1 billion for social housing renovation and retrofit. Of the $1 billion, $850 million is being delivered by provinces and territories on a cost-matched basis for existing federally assisted social housing projects which they administer on behalf of the partnership. The remaining $150 million is being delivered by CMHC for existing federally assisted off-reserve housing which it directly administers. Eligible repairs include general improvements, energy efficiency upgrades or conversions, and modifications in support of persons with disabilities.

The housing co-operatives and urban native non-profit projects that will receive contributions from the Government of Canada are outlined in the attached backgrounder.

“The Co-operative Housing Federation of Canada (CHF Canada) is the organized voice of the Canadian Co-operative housing movement,” said CHF Canada Executive Director Nicholas Gazzard. “The federal government has responded to the financial need we identified with a stimulus funding program which will help to ensure that present and future residents have a safe, comfortable home for years to come.”

Renovation and Retrofit of Existing Social Housing Administered by CMHC

The Government of Canada’s commitment to affordable housing is significant.

Overall, Canada’s Economic Action Plan provides a total of $7.8 billion to build quality housing, stimulate construction, create jobs, encourage home ownership and enhance the energy efficiency of Canadian homes. Canada Mortgage and Housing Corporation (CMHC) will deliver more than $2 billion to provide new and renovated housing for more than 200,000 Canadian households.

Co-operative and non-profit housing represents an important form of housing for many low and moderate-income households. A portion of the existing units are aging and require repairs and upgrading to meet modern energy efficiency and accessibility standards.

As part of Canada’s Economic Action Plan, the federal government will invest $1 billion to renovate and retrofit existing social housing. Of this amount, $850 millions will be used for existing social housing projects administered by provinces and territories, which are in receipt of annual Federal funding. Provinces and territories are required to cost-share this funding on a 50 – 50 basis and are responsible for program design and delivery.

The remainder of the $1 billion, $150 million will be delivered over two years to address the needs of existing social housing units directly funded and administered by CMHC. This $150 million is targeted, under the Renovation and Retrofit of Existing Social Housing Initiative (the “Renovation and Retrofit Initiative”), to off-reserve federally funded and administered social housing units currently subject to an operating agreement under a National Housing Act social housing program. The following criteria apply to the $150 million being delivered by CMHC:

  • This initiative will help address the demand for renovation, general improvement, energy efficiency upgrade or conversion, regeneration and modifications for persons with disabilities.
  • Applicants must have the capacity to undertake work quickly and must meet all other program eligibility criteria; and  
  • Priority will be given to sponsors who have managed their projects well and who do not have sufficient funds in their replacement reserve to carry out repairs.

Eligible repairs include, but are not limited to repairs to existing building components, replacement or construction of worn out major building components, major building services, basic facilities and equipment.

AJAX, ON, March 17, 2011 — The Government of Canada, the Government of Ontario, the Regional Municipality of Durham and the Town of Ajax celebrated the official opening of 82 affordable housing rental units today. The project is supported by more than $5.7 million in funding through the Canada – Ontario Affordable Housing Program.

“The opening of Hubbard Station is great news for those who need a hand-up, and for Ajax itself,” said MP Carrie. “By providing more rental options for low-income households and people with special needs, these new apartments will contribute to the economic and social well-being of the entire community.”

Social Housing Being Renovated in Mississauga

MISSISSAUGA, ONTARIO, March 18, 2011 — The Government of Canada and the Province of Ontario today announced more than $23.4 million for 84 projects to repair 9,076 existing social housing units in Mississauga through the Social Housing Renovation and Retrofit Program.

KITCHENER, ONTARIO, March 25, 2011 — The Government of Canada and the Province of Ontario today announced that Kitchener Centre received more than $7.7 million in funding to repair 1,596 existing social housing units through the Social Housing Renovation and Retrofit Program.
