Construction Set to Begin on New Affordable Housing in Toronto

TORONTO, July 3, 2009 — The Government of Canada, the Province of Ontario and the City of Toronto today announced $4.4 million to fund a construction-ready affordable housing development in Toronto.

The funding was made available as a result of a $1.2 billion joint investment under the amended Canada – Ontario Affordable Housing Program Agreement, which include funding through Canada’s Economic Action Plan and by the Government of Ontario. The federal and provincial governments are contributing equally to this overall investment.

Today’s announcement recognized the successful application by WoodGreen Community Services to build 44 units of affordable housing for single mothers and their children.

Peter Kent, Minister of Sate of Foreign Affairs (Americas), on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development Canada and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC) and Kathleen Wynne, Minister of Education and Member of Provincial Parliament for Don Valley West, on behalf of the Honourable Jim Watson, Ontario Minister of Municipal Affairs and Housing, along with City of Toronto Councillor Pam McConnell, Vice-Chair of the Affordable Housing Committee, on behalf of Mayor David Miller, made the announcement today.

“This Government is working hard to support Canadians during these challenging economic times and we are moving aggressively to ensure Canada’s Economic Action Plan is implemented rapidly,” said Minister Kent. “With this investment in Toronto, we are making an important difference in the lives of some of our community’s most vulnerable citizens. Low-income families will have access to quality, affordable housing and services to meet their specific needs, while remaining close to their families and friends.”

“New housing initiatives add significant support to the McGuinty government’s Poverty Reduction Strategy,” said MPP Wynne. “This first wave of funding will lead to construction by September and we will continue to work with our municipal partners to ensure more units are built during the life of this program.”

“The City of Toronto is thrilled to be working with WoodGreen Community Housing and our government partners to provide new stable and affordable homes for young mothers in need. Most importantly, this project will give a head start and secure future for the children who will live here, said Councillor Pam McConnell. “Investments in new affordable housing have a significant role to play in powering the economic recovery, while providing new housing opportunities for the people of Toronto.”

The City of Toronto is contributing financially to this development through the waiving of property taxes, development charges and building permit fees.

“WoodGreen is thrilled to be moving forward with our expansion project that will see 44 new units of housing built at Homeward Bound, providing even more single mothers and their children with an opportunity to transition from homelessness to complete economic self-sufficiency,” said Brian Smith, WoodGreen Community Services President and CEO. “We are grateful for the support of the Government of Ontario and CMHC as we bring innovative solutions like Homeward Bound to bear on critical social issues facing Toronto.”

WoodGreen’s ground breaking Homeward Bound program helps single mothers transition from living in a shelter to complete economic self sufficiency by providing affordable housing, subsidized child care, a college education, employment training and a guaranteed job — all under one roof. Homeward Bound’s success has been so profound, WoodGreen is breaking ground to more than double the program’s capacity and provide coordinated services and housing for a total of 76 families on the Homeward Bound campus.

Ontario is moving quickly to implement this new funding with a total of 23 “quick start” projects totaling over $52.2 million — all of which will improve access to affordable housing for low-income families, seniors and persons with disabilities.  It will also create jobs and strengthen local economies. The funding was made available as a result of a $1.2-billion joint investment under the amended Canada – Ontario Affordable Housing Program Agreement, which include funding through Canada’s Economic Action Plan and by the Government of Ontario. The federal and provincial governments are contributing equally to this overall investment.

Today’s announcement recognized the successful application by Otonabee South Monaghan, Peterborough Housing Corporation, the TVM Group, ECE Living, Brock Street Mission, Peterborough Housing Corporation in Lakefield and Peterborough Community Housing Development to build 71 units of affordable housing for low-income seniors, families and individuals with disabilities.

The funding was made available as a result of a $1.2 billion joint investment under the amended Canada - Ontario Affordable Housing Program Agreement, which include funding through Canada’s Economic Action Plan and by the Government of Ontario. The federal and provincial governments are contributing equally to this overall investment.

Today’s announcement recognized the successful application by Southdale Apartments Inc. to build 39 units of affordable housing for low-income families and individuals with disabilities.

Ed Holder, Member of Parliament for London West, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development Canada and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC); and the Honourable Deborah Matthews, Minister Responsible for Women’s Issues, Minister of Children and Youth Services, on behalf of the Honourable Jim Watson, Ontario Minister of Municipal Affairs and Housing; along with Anne Marie DeCicco-Best, Mayor of the City of London, made the announcement today.

The federal and provincial governments are contributing equally to this overall investment.

Today’s announcement recognized the successful application by Habitat for Humanity Niagara Region to build three units of affordable housing for low-income households.

Ottawa Celebrates New Affordable Housing

OTTAWA, July 10, 2009 — The Government of Canada, the Government of Ontario and the City of Ottawa today celebrated the start of construction of the Beaver Barracks housing project that will create 248 new affordable housing units in Ottawa. The project, developed by Centretown Citizens Ottawa Corporation (CCOC), is supported by $18.3 million in funding through the Canada – Ontario Affordable Housing Program.

Royal Galipeau, Member of Parliament for Ottawa – Orléans, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development Canada and Minister Responsible for Canada Mortgage and Housing Corporation; the Honourable Jim Watson, Ontario’s Minister of Municipal Affairs and Housing; and Doug Thompson, the acting Mayor of Ottawa, attended the ceremony today.

“We are proud to support community efforts that help find local solutions to local problems,” said MP Galipeau. “Through this investment, the Government of Canada is helping to provide safe and supportive housing for seniors, families and singles, including persons living with special needs, enabling those people to turn a new page in their lives.”

“Access to decent affordable housing is essential to the health and well-being of our communities,” said Minister Watson. “The 248 new homes created at the Beaver Barracks project will make a positive and significant difference in the lives of vulnerable persons in the City of Ottawa.”

Today’s announcement recognized the first phase of construction of the affordable housing project at Beaver Barracks of which $18.3 million is from the Canada – Ontario Affordable Housing Program. This federal and provincial funding for this project is complemented by more than $11.9 million in municipal financial incentives. CCOC’s own equity and mortgage borrowing make up the balance of the project’s financing for a total investment of more than $51 million.

“Access to affordable housing creates a stronger foundation in building a healthy, sustainable community and city,” said Acting Ottawa Mayor Doug Thompson. “The City’s commitment to provide financial grants and incentives to developments — like Beaver Barracks — is part of Ottawa’s long-range plan to help almost 11,000 people in need of affordable housing.” 

“We’ve been developing and managing affordable housing for over 35 years, but this is our largest and greenest development so far,” said CCOC President Luke Pelot. “It’s exciting because this is the new way to build cities:  intensive urban developments that are affordable, sustainable and accessible, and that support a diversity of ages, abilities, family types and sizes.”

CCOC is a community-owned tenant and member-directed non-profit housing organization that has been developing and managing affordable housing since 1974. When the Beaver Barracks project is completed, CCOC will own and manage over 1550 units in 50 properties across downtown Ottawa.

The Canada – Ontario Affordable Housing Program comprises a commitment of $301 million from each of the two senior levels of government. In total, the federal, provincial and municipal governments will invest at least $734 million in the program, which will provide affordable housing for up to 20,000 households in Ontario.

Canada’s Economic Action Plan builds on this with an additional one-time investment of more than $2 billion over two years in new and existing social housing and lending of up to another $2 billion to municipalities for housing-related infrastructure. The federal and provincial governments are contributing equally to this overall investment.

Ontario is moving quickly to implement this additional funding, which increases the number of “quick start” projects to 33 totaling over $54.7 million and which will improve access to affordable housing for low-income families, seniors and persons with disabilities. Starting with its November 2011 Market Watch publication, the Toronto Real Estate Board (TREB) has been publishing a new Months of Inventory (MOI) indicator. MOI shows how long, on average*, it would take to sell all actively listed homes assuming the level of sales remained the same and no additional homes were listed.

When the MOI trends downward, the market is tightening with fewer listings from which buyers can choose. Generally speaking, tightening market conditions translate into more competition between buyers and more upward pressure on the average selling price. When the MOI trends upward, the opposite would be true: competition between buyers will ease and the rate of price growth will likely moderate.

The average MOI was 2.3 months over the last two years. In the years leading up to the recession (2000 through 2007) the average MOI was 3.0 months. In response to tighter market conditions, the average annual rate of price growth was stronger in 2010 and 2011 in comparison to much of the pre-recession period.

“The low months of inventory over the past two years resulted from very strong sales relative to the number of homes listed. In 2011 in particular, there was a shortage of listings in the GTA. We continue to experience tight market conditions and considerable upward pressure on the average selling price,” said TREB President Richard Silver.

“The strong price growth we have seen over the last two years has largely been mitigated by low borrowing costs. TREB’s affordability indicator shows that a household earning the average income in the GTA can comfortably carry a mortgage on the average priced home, based on current lending standards,” continued Silver. Based on the current market tightness and positive affordability picture, TREB expects the average selling price to continue growing in 2012.

“Barring a recession in Canada, the average selling price is expected to grow by approximately four per cent in 2012 to $485,000 dollars. This price will remain affordable based on current lending standards. At the same time, the lower rate of price growth in comparison to 2011 points to an easing of sellers’ market conditions in the second half of this year,” said Jason Mercer, TREB’s Senior Manager of Market Analysis.

 

Based on the current market tightness and positive affordability picture, TREB expects the average selling price to continue growing in 2012.

 

“Barring a recession in Canada, the average selling price is expected to grow by approximately four per cent in 2012 to $485,000 dollars. This price will remain affordable based on current lending standards. At the same time, the lower rate of price growth in comparison to 2011 points to an easing of sellers’ market conditions in the second half of this year,” said Jason Mercer, TREB’s Senior Manager of Market Analysis.

Government of Canada and Women’s Community House Celebrate Completion of Renovations

LONDON, ON, January 20, 2012 — The Government of Canada, through Canada Mortgage and Housing Corporation (CMHC), and Women’s Community House (WCH) celebrated the completion of renovations at Women’s Community House Second Stage Housing, which provides housing for women and children who are victims of family violence in London.

Joe Preston, Member of Parliament for Elgin – Middlesex – London, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development and Minister Responsible for CMHC, along with Ed Holder, Member of Parliament for London West made the announcement.

“Repairing and maintaining housing not only helps maintain strong and healthy communities but most importantly, it improves the quality of life for residents,” said MP Preston. “Our Government is committed to giving a hand-up to those in need, including women and children who seek safe and supportive housing and an opportunity to move forward with their lives.”

“Through this support, we are not only helping repair housing, we are helping repair people’s lives, to give them hope and give them dignity” said MP Holder. “With the completion of these renovations, residents can confidently call their house their home.” 

The Government of Canada, through CMHC, provided $127,500 to Women’s Community House Second Stage Housing through the Shelter Enhancement Program (SEP).

SEP assists in repairing, rehabilitating and improving existing shelters for women and their children, youth or men who are victims of family violence. It also provides financial assistance for acquisition or construction of new shelters and second-stage housing where needed.

Women’s Community House Second Stage Housing provides 25 bed units for women and children. Funding was provided for renovations, including new flooring and windows.

“Today is an exciting day for Women’s Community House,” said Shelley Yeo, Director of Transitional Housing and Community Support Programs. “Thanks to the support of CMHC and other government partners, we were able to complete much-needed renovations at our Second Stage Housing. Our Second Stage Housing provides housing for women and their children who are facing challenging situations, and it’s important for them to have a safe, well-maintained place to call home.” 

WCH is a charitable non-profit organization founded in 1978 to serve the needs of abused women and their children in London and the London region. WCH is open 365 days per year, 24 hours per day and provides emergency and short-term shelter, counselling and support, second stage housing, a 24-hour helpline and transitional outreach services. With a combined total of 67 beds at the Wellington Road and Clarke Road facilities, WCH is the largest shelter for abused women and their children in Canada.

The Government of Canada, through CMHC, will invest more than $2 billion in housing this year. Of this amount, $1.7 billion will be spent in support of almost 615,000 households living in existing social housing. In Ontario, this represents some 121,000 households. These investments are improving the quality of life for low-income Canadians and households living in existing social housing, including individuals who are homeless or at-risk of homelessness, seniors, persons with disabilities, recent immigrants and Aboriginal people.

Construction Set to Begin on New Affordable Housing in Windsor

WINDSOR, July 10, 2009 — The Government of Canada, the Province of Ontario and the City of Windsor today announced $1.9 million to fund six construction-ready projects.

The funding was made available as a result of a $1.2 billion joint investment under the amended Canada – Ontario Affordable Housing Program Agreement, which includes funding through Canada’s Economic Action Plan and by the Government of Ontario. The federal and provincial governments are contributing equally to this overall investment.

Today’s announcement recognized the successful applications by Community Living Windsor and Community Living Essex County, to create 24 units of affordable housing for low-income individuals with disabilities.

Jeff Watson, Member of Parliament forEssex, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development Canada and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC); Bruce Crozier, Member of Provincial Parliament for Essex, on behalf of the Honourable Jim Watson, Ontario Minister of Municipal Affairs and Housing; Eddie Francis, Mayor of Windsor; along with Nelson Santos, Essex County Warden, made the announcement today.

“This Government is working hard to support Canadians during these challenging economic times and we are moving aggressively to ensure Canada’s Economic Action Plan is implemented rapidly,” said MP Watson. “With these investments in Ontario, we are making an important difference in the lives of some of our community’s most vulnerable citizens. Low-income seniors, families and persons with disabilities will soon have access to suitable, affordable housing.”

“New housing initiatives add significant support to the McGuinty government’s Poverty Reduction Strategy,” said MPP Crozier. “This first wave of funding will lead to construction by September and we will continue to work with our municipal partners to ensure more units are built during the life of this program.”

“We are very pleased to be part of this significant contribution in support of affordable housing in our community. We are pleased to partner with our local Community Living Associations to help people with developmental challenges live in local communities,” said Mayor Francis “Shelter is a fundamental human need and the availability of affordable housing is at the heart of a community’s strength and resiliency. This funding is an important investment in the people and the future of our community for generations to come.”

“These investments in affordable housing represent a significant step forward in helping our region meet the goals of our poverty reduction strategy for Windsor and Essex County,” said Warden Santos. “It is important to recognize that this project is being achieved only because of the tremendous spirit of partnership with our local Community Living Associations and each level of government. Together, this project provides an important element of inclusion for persons of all abilities.”

Ontario is moving quickly to implement this new funding, which increases the number of “quick start” projects to 33 totalling $54.7 million and which will improve access to affordable housing for low-income families, seniors and persons with disabilities. Last fall, the Government of Canada committed more than $1.9 billion over the next five years to improve and build new affordable housing and to help the homeless. Canada’s Economic Action Plan builds on this with an additional one-time investment of more than $2 billion over two years in new and existing social housing and lending of up to another $2 billion to municipalities for housing-related infrastructure.
