Canada’s Economic Action Plan

WHITBY, ONTARIO, March 18, 2011 — The Government of Canada and the Province of Ontario today announced more than $18.4 million for the construction and renovation of 1,232 housing units in the Town of Whitby for low-income seniors, families and persons with disabilities.

The Honourable Jim Flaherty, Minister of Finance and Member of Parliament for Whitby – Oshawa, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC), and Joe Dickson, Member of Provincial Parliament for Ajax-Pickering, on behalf of the Honourable Rick Bartolucci, Ontario’s Minister of Municipal Affairs and Housing, along with Regional Chair and Chief Executive Officer Roger Anderson, Town of Whitby Mayor Pat Perkins and Township of Brock Mayor Larry O’Connor, Chair of Health and Social Services Committee made the announcement.

Social Housing Being Renovated in Kitchener

Canada’s Economic Action Plan

KITCHENER, ONTARIO, March 25, 2011 — The Government of Canada and the Province of Ontario today announced that Kitchener Centre received more than $7.7 million in funding to repair 1,596 existing social housing units through the Social Housing Renovation and Retrofit Program.

Stephen Woodworth, Member of Parliament for Kitchener Centre, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC), the Honourable John Milloy, Minister of Training, Colleges and Universities and Member of Provincial Parliament for Kitchener Centre, on behalf of the Honourable Rick Bartolucci, Ontario’s Minister of Municipal Affairs and Housing, and Ken Seiling, Waterloo Regional Chair, made the announcement.

“Through Canada’s Economic Action Plan, our government is taking action to ensure economic recovery and to create the conditions for long-term growth,” said MP Woodworth. “Renovation projects like these ones are a great way to get the local economy moving because they put construction workers and trades people to work quickly. At the same time, we’re keeping homes safe and affordable, and improving the quality of life for residents of Kitchener.”

BARRIE, ONTARIO, March 25, 2011 — The Government of Canada, the Province of Ontario and the County of Simcoe today announced more than $10.8 million for the construction and renovation of 2,084 housing units for low-income seniors, families and persons with disabilities in Barrie.

Patrick Brown, Member of Parliament for Barrie, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC), and Honourable Aileen Carroll, Member of Provincial Parliament for Barrie, on behalf of the Honourable Rick Bartolucci, Ontario’s Minister of Municipal Affairs and Housing, along with Cal Patterson, Warden of Simcoe County, and Jeff Lehman, Mayor of Barrie, made the announcement.

“Our Government is investing in affordable housing here in Barrie to help create jobs and improve the quality of life for those who need it most,” said MP Brown. “These initiatives will help people in our community access safe and affordable housing that meets their needs.”

SUDBURY, ONTARIO, March 25, 2011 — The Government of Canada and the Province of Ontario today announced that the ridings of Sudbury and Nickel Belt have received more than $9.4 million to repair 2,708 existing social housing units through the Social Housing Renovation and Retrofit Program.

The Honourable Diane Finley, Minister of Human Resources and Skills Development and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC) and the Honourable Rick Bartolucci, Ontario’s Minister of Municipal Affairs and Housing, along with Mayor Marianne Matichuk of Greater Sudbury, made the announcement.

“In Northern Ontario and throughout the country, Canada’s Economic Action Plan is working,” said Minister Finley. “Renovation projects like these are putting construction workers and tradespeople to work quickly, while at the same time providing needed improvements to housing.”

CMHC Changes Jan 17 2011

This morning the Finance Minister Jim Flaherty announced tighter mortgage lending conditions (CMHC Insured) , effective March 18, 2011, with the intent to protect borrrowers from “overborrowing” and improve their ability to manage their debt wisely in the event that interest rates rise.

The key points were as follows:

 

Amortization Rate
Reduce the maximum amortization period to 30 years from 35 years for new government-backed insured mortgages with loan-to-value ratios of more than 80 per cent. This will significantly reduce the total interest payments Canadian families make on their mortgages, allow Canadian families to build up equity in their homes more quickly, and help Canadians pay off their mortgages before they retire.

Refinancing

Lower the maximum amount Canadians can borrow in refinancing their mortgages to 85 per cent from 90 per cent of the value of their homes. This will promote saving through home ownership and limit the repackaging of consumer debt into mortgages guaranteed by taxpayers.

Lines of Credit (effective April 18, 2011)

Withdraw government insurance backing on lines of credit secured by homes, such as home equity lines of credit, or HELOCs. This will ensure that risks associated with consumer debt products used to borrow funds unrelated to house purchases are managed by the financial institutions and not borne by taxpayers.

 

Note that lenders may put these changes into effect at their own discretion before March 18, 2011.
