New Residence Opens for Naotkamegwanning First Nation Elders

KENORA, ON, June 8, 2009 — Mr. Greg Rickford, Member of Parliament for Kenora, joined with Naotkamegwanning First Nation and Chief Warren White to celebrate the grand opening of a new 10-unit seniors residence today, which was officially opened by Chief Warren White and will be home to more than 30 elders.

“The Government of Canada is committed to creating safe and affordable housing for Aboriginal people in Ontario and across the country.” said MP Rickford, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development Canada and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC). “This project provides area elders with access to safe, quality housing at an affordable cost.”

CMHC provided a housing loan of $1,064,000 to facilitate the construction of this seniors residence. CMHC will also provide housing subsidies for this project, which are estimated at $2.1 million over the term of the 25-year loan agreement.

“It’s been a long, prosperous journey and now we can express the wishes that our elders voiced years ago to develop a seniors residence in Naotkamegwanning First Nation,” said Chief White. “Through hard work, determination and negotiations with CMHC, it has become the greatest accomplishment for our community. We’re a community that believes dreams can become reality when we work very hard to achieve them.”

CMHC’s On-Reserve Non-Profit Housing Program assists First Nations in the purchase, construction, rehabilitation and administration of affordable on-reserve rental housing, and provides subsidies for First Nations people living on-reserve. The Government of Canada provides approximately $270 million in on-reserve funding each year to address housing need.

In April, the Government of Canada announced as part of Canada’s Economic Action Plan that it is providing $400 million in additional funding over the next two years to support on-reserve housing. These funds are dedicated to new social housing projects, the remediation of existing social housing and complementary housing activities through programming from CMHC and Indian and Northern Affairs Canada (INAC). This funding will also provide an economic stimulus for many First Nations and rural areas by creating jobs, developing skilled trades and supporting small businesses.

President’s Toronto SUN Column: Homes Continue To Sell Quickly

TREB President’s Column as it appears every Friday in the Toronto Sun’s Resale Homes and Condos section.

February 24, 2012 — As we start to see February come to an end, I would like to take a snapshot look at the resale housing market this year so far. Greater Toronto REALTORS® reported 3,206 sales through the TorontoMLS system through the first 14 days of February 2012 – that is up by more than nine per cent compared to the 2,933 sales reported during the same period in 2011.  New listings on the TorontoMLS system were up by 13 per cent over the same period.

The GTA resale home market became better supplied during the first 14 days of February.  So if growth in new listings continues to outstrip growth in sales this year, competition between home buyers will ease.  More balanced market conditions on a sustained basis would result in a lower annual rate of price growth later in 2012.

The average selling price during the first 14 days of February was $491,493 – that’s up by nine per cent compared to the first 14 days of February 2011.  On average, sellers received 99 per cent of their asking price and their homes were on the market for an average of 25 days.

I asked TREB’s Senior Manager of Market Analysis Jason Mercer to give us his perspective on the numbers so far.

“Both buyers and sellers are aware of the substantial competition that exists for most listings in the GTA.  There is not a mismatch in expectations, so homes sell quickly at close to the asking price,” said Mr. Mercer.

Affordable Housing in Ontario Gets a $1.2 Billion Boost

TORONTO, ON, June 9, 2009 — The Government of Canada and the Province of Ontario are partnering on a joint investment to build new and renovate existing affordable housing. This investment will help create jobs, strengthen the economy, and improve the quality of life for residents of Ontario.

Both levels of government officially signed an amendment to the Canada – Ontario Affordable Housing Program Agreement, resulting in a joint investment of more than $1.2 billion over the next two years.

The Honourable Diane Finley, Minister of Human Resources and Skills Development Canada and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC) and the Honourable Jim Watson, Ontario Minister of Municipal Affairs and Housing, made the announcement today.

“This government is working hard to support Canadians during these challenging economic times, and we are moving aggressively to ensure Canada’s Economic Action Plan is implemented rapidly,” said Minister Finley. “We are helping the most vulnerable, including seniors and persons with disabilities, access suitable, affordable housing, as well as making needed renovations to existing social housing both in Ontario and across Canada.”

“The McGuinty government is pleased to be working with our federal partners to increase the supply of affordable housing,” said Minister Watson. “This investment will stimulate our economy while improving access to safe, healthy and affordable housing. For many people, living on fixed or low incomes, these programs are their opportunity to get a place to call home.”

Today’s announcement includes federal funding of $535 million over two years under Canada’s Economic Action Plan as part of a one-time investment of more than $2 billion to build new and renovate existing social housing in Canada. The Province will also contribute $535 million for these initiatives, over the next two years.

These investments build upon the $1.9 billion commitment for housing and homelessness programs announced by the Government of Canada in September 2008, which extended the Affordable Housing Initiative and the renovation programs for low-income households for two years.

Overall, the federal contribution from these investments is $622 million, while the Province is contributing a further $622 million for the combined investment of more than $1.2 billion.

Investments in Affordable Housing for Canadians

The Government of Canada’s commitment to affordable housing is significant.

Overall, Canada’s Economic Action Plan provides a total of $7.8 billion to build quality housing, stimulate construction, create jobs, encourage home ownership and enhance the energy efficiency of Canadian homes. In the process, it will provide new and renovated housing for more than 200,000 Canadian households.

Of the $7.8 billion, more than $2 billion is provided through CMHC to build new and renovate existing social housing. This will include:

  • $1 billion for social housing renovation;
  • $600 million for new housing and repairs to existing social housing on-reserve and in the North broken down as follows:
    • $400 million for on-reserve communities
    • $200 million for the North
  • $400 million for housing for low-income seniors; and
  • $75 million for housing for people with disabilities.

Most of this funding, $1.525 billion of the more than $2 billion, is being delivered by provinces and territories through amendments to existing agreements. Provinces and territories will design and deliver these initiatives, as well as cost-match the federal investment.

The federal government will directly deliver the remaining $550 million of this $2 billion funding: $150 million for the renovation and retrofit of social housing projects administered by Canada Mortgage and Housing Corporation (CMHC), and $400 million in new construction and repair for housing on-reserve through CMHC and Indian and Northern Affairs Canada.

These investments build upon the $1.9 billion commitment for housing and homelessness programs announced by the Government of Canada in September 2008, which extended the Affordable Housing Initiative and the renovation programs for low-income households for two years. Overall, for both the stimulus funding and the AHI extension, the federal contribution is $622 million, while the Province is contributing a further $622 million for the combined investment of more than $1.2 billion.

In addition, as part of the two-year extension of the renovation programs, $73 million in federal funding will be available to assist low income households with needed renovations to their homes.

As well, up to $2 billion in low-cost repayable loans for housing-related infrastructure projects will be made available to towns and cities across the country.

The Government of Canada, through CMHC, spends approximately $1.7 billion annually to support almost 625,000 low- and moderate-income households in existing social housing across Canada. In Ontario, the federal government provides almost $739 million annually to support some 238,500 households.

Municipality of Tweed Celebrates New Affordable Housing

TWEED, ON, June 12, 2009 — The Government of Canada, the Government of Ontario, and Hastings County today celebrated the creation of two affordable housing units in the Village of Tweed. The project is supported by $140,000 in funding under the Canada – Ontario Affordable Housing Program.

Government of Canada Celebrates the Completion of Renovations of Unity Project

LONDON, June 25, 2009 — Representatives from the Government of Canada and the Unity Project for Relief of Homelessness joined today to celebrate the completion of renovations of a 10-unit transitional housing complex and a 43-bed shelter. These housing units will provide support services to residents, helping them to develop new skills and turn a new page in their lives.

Ed Holder, Member of Parliament for London-West, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development Canada and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC), and Charlene Lazenby, General Manager and founding member of the Unity Project for Relief of Homelessness in London, attended the ceremony.

“The Government of Canada is committed to making affordable housing available in Ontario and across Canada for those who need it most,” said MP Ed Holder. “These projects are helping men and women in London access safe and suitable housing, and build a stronger future for themselves.”

Through CMHC, the Government of Canada provided $166,663 towards the 10-unit project and $95,410 towards the 43-bed project, under the Shelter Enhancement Program. This program assists in repairing, rehabilitating and improving existing shelters for women and their children, youth or men who are victims of family violence, and provides financial assistance for the acquisition or construction of new shelters and second-stage housing where needed.

“We are deeply grateful for the generous support received allowing us to make our unique property an effective facility for emergency shelter and our transitional housing programs,” said Charlene Lazenby, General Manager and founding member of the Unity Project for Homelessness in London.

Since 2001, the Unity Project has provided at-risk individuals with emergency shelter and transitional housing. The shelter’s employees work with each resident to establish a personal action plan to help bring stability and independence in their life.

Construction Starts on Seniors’ Housing Complex

SUDBURY, June 30, 2009 – The Government of Canada, the Government of Ontario, and the City of Sudbury today launched an affordable housing project that will create 20 units of affordable housing for seniors.

The Honourable Tony Clement, Member of Parliament for Parry Sound – Muskoka and Minister of Industry, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development Canada, and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC); the Honourable Rick Bartolucci, Member of Provincial Parliament for Sudbury and Minister of Community Safety and Correctional Services, on behalf of the Honourable Jim Watson, Minister of Municipal Affairs and Housing; John Rodriguez, Mayor of the City of Greater Sudbury; and Tullio Ricci, President of the Board of Directors of Capreol Non-Profit Housing Corporation, made the announcement today.

“This is great news for seniors in Sudbury,” said Minister Clement. “These new apartments will provide more rental options for those in need of suitable, affordable housing, and are important to the economic and social well-being of the Greater Sudbury community.”

Today’s announcement was a ground-breaking ceremony to mark the start of construction of a $3.37 million project, including $827,280 from the Canada – Ontario Affordable Housing Program. The project will create 20 units of affordable housing for seniors, and is sponsored by the Capreol Non-Profit Housing Corporation.

The federal and provincial funding is complemented by more than $547,720 in municipal financial incentives.

“The City of Greater Sudbury recognizes and appreciates the support of CMHC and Municipal Affairs and Housing for making this vital housing development possible,” said John Rodriguez, Mayor of Greater Sudbury. “We commend the Capreol Non-Profit Housing Corporation for their continued hard work and dedication to ensure that their valued, long-time citizens have a place to call home.”

“After years of planning, we are proud to see the development of affordable and adequate senior housing in Capreol,” said Tullio Ricci, President of the Board of Directors, Capreol Non-Profit Housing Corporation. “Capreol is a close-knit community, and this is the first step in assuring its citizens that they are able to stay in the area.”

Capreol Non-Profit Housing has been providing affordable housing in the town of Capreol, in the City of Greater Sudbury, since 1990. They currently have 20 senior housing units.

PRESCOTT AND RUSSELL, June 30, 2009 — The Government of Canada, the Province of Ontario and the United Counties of Prescott and Russell today announced $140,000 to fund a construction-ready project in Clarence – Rockland.

The funding was made available as a result of a $1.2 billion joint investment under the amended Canada – Ontario Affordable Housing Program Agreement, which includes funding through Canada’s Economic Action Plan and by the Government of Ontario. The federal and provincial governments are contributing equally to this overall investment.

Today’s announcement recognized the successful application by Rockland Housing Corporation to add two units of affordable housing to a six-unit Clarence – Rockland project for seniors.

“New housing initiatives add significant support to the McGuinty government’s Poverty Reduction Strategy,” said Minister Watson. “This first wave of funding will lead to construction by September and we will continue to work with our municipal partners to ensure more units are built during the life of this program.”

Ontario is moving quickly to implement this new funding with 23 quick-start projects totalling more than $52.2 million — all of which will improve access to affordable housing for low-income families, seniors and persons with disabilities. Construction is set to begin before the end of September 2009. These projects will improve access to affordable housing for seniors and persons with disabilities. Last fall, the Government of Canada committed more than $1.9 billion over the next five years to improve and build new affordable housing and to help the homeless. Canada’s Economic Action Plan builds on this with an additional one-time investment of more than $2 billion over two years in new and existing social housing and lending of up to another $2 billion to municipalities for housing-related infrastructure.

The Extended Canada – Ontario Affordable Housing Program as of July 3, 2009

The Government of Canada and the Province of Ontario announced today more than $52.2 million to fund 23 construction-ready projects throughout Ontario.

The funding was made available as a result of a $1.2 billion joint investment under the amended Canada – Ontario Affordable Housing Program Agreement, which includes funding through Canada’s Economic Action Plan and by the Government of Ontario. The federal and provincial governments are contributing equally to this overall announcement.

Toronto

  • $4.4 million for phase two of the Homeward Bound project. The 44-unit project is sponsored by WoodGreen Community Housing Inc., and the units will be occupied by low-income families and individuals.

City of Hamilton

  • $880,000 for an additional 11 units project sponsored by Spallacci Contracting Ltd. The units will be occupied by low-income seniors.
  • $5.7 million for a 63-unit project sponsored by T. Valeri Construction Ltd. The units will be occupied by low-income seniors.
  • $560,000 for seven units sponsored by Halton Heritage Realty Inc. The units will be occupied by low-income seniors.

Kawartha Lakes

  • $2.2 million for an 18-unit project sponsored by Kawartha Lakes Haliburton Mental Health Services. The units will be occupied by individuals with disabilities.
  • $6.1 million for a 51-unit project sponsored by the Community Care City of Kawartha Lakes. The units will be occupied by seniors and individuals with disabilities.

Lambton

  • $560,000 for eight units sponsored by 1744514 Ontario Ltd. The units will be occupied by low-income seniors.
  • $5.9 million for a 57-unit project sponsored by the Corporation of the County of Lambton. The units will be occupied by low-income seniors and individuals with disabilities.

City of Ottawa

  • $6 million for a 55-unit project sponsored by Shepherds of Good Hope. The units will be occupied by individuals with disabilities and seniors.
  • $720,000 for a six-unit project sponsored by the City of Ottawa. The units will be occupied by low-income families.

Peterborough

  • $2.2 million for an 18-unit project sponsored by Otonabee South Monaghan. The units will be occupied by low-income seniors.
  • $2.2 million for an 18-unit project sponsored by Peterborough Housing Corporation. The units will be occupied by low families and individuals, including seniors.
  • $1.2 million for a 12-unit project sponsored by the TVM Group. The units will be occupied by families and individuals with disabilities.
  • $600,000 for six units sponsored by ECE Living. The units will be occupied by low income seniors and individuals.
  • $280,000 for four units sponsored by the TVM Group. The units will be occupied by low-income individuals.
  • $960, 000 for eight units sponsored by Brock Street Mission. The units will be occupied by low-income individuals.
  • $480,000 for four units sponsored by Peterborough Housing Corporation in Lakefield. The units will be occupied by low-income seniors  
  • $120,000 for a one unit sponsored by Peterborough Community Housing Development Corporation. The units will be occupied by a low-income family.

Prescott Russell

  • $140,000 for two units sponsored by La Corporation de logement de Rockland. The units will be occupied low-income seniors.

City of London

  • $1.6 million for a 39-unit project sponsored by Southdale Apartments Inc. The units will be occupied by low-income families and individuals with disabilities.

City of Waterloo

  • $5.4 million for a 45-unit project in sponsored by Newo Holdings Ltd. The units will be occupied by low-income seniors.
  • $480,000 for four units sponsored by MennoHomes Inc. The units will be occupied by low-income families.
  • $3.6 million for a 30-unit project sponsored by Supportive Housing of Waterloo. The units will be occupied by low-income families and persons with disabilities.
